Summary
Banking Industry is the area with the greatest expansion in the implementation of new
products and services. The basis for the functioning of the payment system is a good
organization while at the same time respecting the principles of efficiency and economy. In
transition countries, the process of transition to a market economy requires significant reform
of the banking sector, and thus payment transactions. The reform of the internal payment
system took place in specific circumstances, characteristic of Bosnia and Herzegovina, as a
result of the complex political situation, the influence of foreign factors, decentralized
functions of the central bank and the failure to comply with legal regulations.
At the very beginning of the reform process in BiH, payment system reform was imposed as
one of the priorities. In this paper, most attention has been paid to the research of the
characteristics of payment transactions in BiH before and after the reform. Prior to the
beginning of the transition process, payment transactions were transferred from commercial
banks to the state institution SDK (Social Bookkeeping Service). With the break up of the
SFRY in Bosnia and Herzegovina, three separate institutions that performed the payment
service function were established and this form of action was not functional from the point of
view of the market economy. In the reform process, the strategy for a rapid transition to the
new system was implemented by introducing Real Time Gross Settlement (RTGS) systems
and Giro Clearning systems similar to systems implemented in other European countries. The
concept of the functioning of the new domestic payment system implies the application of the
principles of payment systems adopted by the Bank for International Settlements (BIS) and
the Committee on Payment Systems and Settlement Systems (CPSS), which represent
universal recommendations in building more efficient and more secure payment systems on
the international scene. In the establishment of modern payment systems, the role of central
banks is increasingly emphasized. The significance of this topic is particularly pronounced for
countries in transition where there is a need for harmonization of standards in the direction of
European integration requirements. The reform of the internal payment system in Bosnia and
Herzegovina, along with outstanding outstanding results, also followed certain difficulties and
problems.
The difficulties were related to the initial period of work because of the sudden
transition to the new system, which caused a number of objective nature problems. However,
it is important to note that none of the above mentioned problems has jeopardized the system
itself. The maintenance of the liquidity of the system and the complete elimination of the risk
is in the competence of the Central Bank, which prevents the minus situation in the account,
