reconstructed, while numerous green spaces have been put into the operation. Aesthetic
improvement is not limited to the urban area, but also to suburban local communities, as well
as villages belonging to this local self-government. However, there is one problem which
Šabac faces and which grows from year to year. It's about the number of vehicles and the
already insufficient number of parking spaces in the city center. The most recent data is that
33.000 motor vehicles are registered with hoarding registers, and this should be added to the
fact that Šabac is gravitated by neighboring municipalities. For this reason, new parking in
the city center is needed, the construction of which is the subject of project.
The project is significant
because, based on it, Šabac will apply to the European
Bank for Reconstruction and Development to obtain a donation for the construction of a new,
well-positioned parking lot, in order to provide sufficient number of parking spaces in Šabac.
The structure of project will consist of two parts.
In the first part of project
will be said to whom the project will be of benefit
(stakeholders), which is the main problem that will be solved by project realization (problem
analysis), which goals are desired by the project (objective analysis), and which strategy
alternative) is best for achieving project goals (strategy/alternative analysis).
In the second part of project
, a matrix of the logical framework for project will be
made and the necessary explanations for project will be provided.

1. IZGRADNJA PARKINGA U ŠAPCU
Grad Šabac predstavlja projekat izgradnje novog parkinga, čija je vrednost
procenjena na pet miliona evra, a građani Šapca na raspolaganju će imati 236 novih parking
mesta. Grad će obezbediti kapitalnu subvenciju za realizaciju projekta najviše do 1,2 miliona
evra, a za ostatak od četiri miliona evra, vlasti grada apliciraju kod Evropske banke za obnovu
i razvoj (u daljem tekstu „EBRD”). U cilju interesovanja EBRD-a za investiranje u projekat, u
nastavku će biti reči o zainteresovanim stranama, samoj potrebi za projektom, problemima
koje bi realizacija projekta rešila i slično.
1.1. ANALIZA ZAINTERESOVANIH STRANA
Zainteresovane strane u projektu su
:
vlasnici motornih vozila grada Šapca;
redovni i povremeni posetioci;
pešaci;
preduzeća;
sam grad Šabac.
Prosečan automobil je 96% svog upotrebnog veka parkiran, dok se u vožnji koristi
sat vremena dnevno. Tokom ostalih 23 sata, prosečan vlasnik automobila može poželeti da
parkira na različitim mestima – u blizini kuće, radnog mesta, radnji i uslužnih centara, itd.
Međutim,
vlasnici motornih vozila u Šapcu
nemaju dovoljan broj mesta za parking.
Nezadovoljni su, jer se veliki broj vozila, zbog nedostatka parking mesta, loše parkira, što
dovodi do zagušenja saobraćaja. Izgradnjom novog parkinga smanjilo bi se zagušenje u
saobraćaju, a samim tim, i nezadovoljstvo vlasnika motornih vozila. Takođe, za one vlasnike
koji nemaju garažu, novi parking bi predstavljao mesto za odlaganje vozila. U gradu postoji
veliki broj motornih vozila, pa su njihovi vlasnici u velikoj meri zainteresovani za izgradnju
parkinga.
