Summary 

The last several years of measuring the concentration of Carbon Dioxide in the 

Earth's atmosphere have shown that it has almost doubled since the beginning of the 

nineteenth century. Scientists have found ample evidence to the influence of an 

increased concentration of Carbon Dioxide on global warming, through the 

Greenhouse Effect. They have also found that the emission of greenhouse gasses 

resulting from human activities greatly contributes to increased concentration of 

Carbon Dioxide in the Earth's atmosphere. 

Acknowledging that, the United Nations have started the mitigation process - the 

process of diminishing the effect of human influence on the climate. The result of the 

mitigation process is that the Republic of Croatia, as a developing country, signed the 

United Nations' Framework Convention on Climate Change convention (UNFCC), 

with which it pledges to keep the greenhouse gasses' emission levels no higher than 

they were in 1990 (the base year); additionally, it signed the Kyoto convention with 

which it pledges to reduce the emissions by 5% compared to the base year, in the 

period 2008-2012. 

Household energy consumption is a significant portion of overall energy consumption 

in the Republic of Croatia and in other countries. Numerous research studies and 

pilot projects in the World show that one of the technologically least complex as well 

as one of the most cost-effective methods of reducing greenhouse gasses is an 

increase in energy efficiency in building stock. 

Calculations of reducing Carbon Dioxide emissions by improving thermal insulation of 

households have been performed based on existing forecasts of reduced energy 

consumption. They have shown that the International responsibilities that the 

Republic of Croatia has committed to can be fulfilled to a great degree in this way. 

The amount by which the emissions can be reduced depends on the dynamic and 

scope of the household reconstruction projects.

This thesis shows that the country could justify generating incentives for energy 

efficiency projects for new and existing households by calculating the value of 

projected avoided emissions at the price of $15/t. Examples of incentives that have 

been enforced in some other countries for an extended period of time are also given.
