SUMMARY
The main topic of the paper is to discuss the ethical aspects of lobbying activities. The
discussion
was triggered by the fact that the majority identifies lobbying with corruption as the public
know very little about the concept of lobbying, which fact contributes to erroneous and
generally negative ideas – which are partially justified.
Once corruption occurs, lobbying no longer exists. When lobbying is accepted as a legal
activity founded upon law, the fact that corruption is one of lobbying phases cannot be
accepted. Otherwise, this viewpoint would result in corruption making the entire lobbying
process illegal.
Lobbying and corruption differ in two aspects:
First, lobbying is a legal and legally regulated activity in the countries where a Lobbying Act
exists, while corruption is an illegal activity constantly seeking ways to evade certain
regulations;
Second, a change resulting from lobbying process generally concerns every citizen in any
state while a result of corruption concerns only a certain person or a few people with a
common interest.
Key words: Lobbying, corruption, Code of Ethics, lobbying in the EU, lobbying in the US,
lobbying in Serbia.
